Everyone loves feather quilting including me. I don't do it enough! Is it easy? As long as you know how to free-motion quilt then yes it is. I have to say it is very difficult if you try to accomplish it with straight quilting.
Today I was playing with feather quilting and I love how the feathers pop when you echo quilt around it. The best thing of all is you don't need that puffy batting. Low-loft cotton/wool batting works just fine and in fact, the only batting I use for all my quilting.
Below is a one-sided feather I quilted and then echoed around several times to make it pop. It's not so easy to see the effect in the photo so I took a photo on an angle as well so you get a better idea.
